Andy is the President at MSI and brings a proven track record of leading complex organizational, performance, and strategy engagements across the Federal Government. He specializes in organizational redesign, program evaluation, strategic planning, strategic communication, and performance management, helping agencies improve operations, strengthen governance, and deliver measurable mission outcomes.

In addition to more than 15 years of consulting experience, Andy held a 24-month management appointment at the General Services Administration (GSA) in 2013 and 2014, giving him direct federal management experience in addition to his advisory and consulting background. As President, Andy is responsible for MSI’s client delivery, client relationships, business development, and consultant development.

Andy is also an author of the Eliminate, Optimize, Automate (EOA) Playbook, published by GSA, and the Federal Robotic Process Automation (RPA) Playbook, also published by GSA, both of which provide government-wide guidance for improving operations, scaling automation, strengthening performance, and modernizing federal service delivery.

Andy graduated summa cum laude from Loyola University Maryland with a Bachelor’s Degree in Political Science. He also holds a Master of Public Administration (MPA) from the Maxwell School at Syracuse University and a Juris Doctor (JD) from George Washington University Law School.
